  17. <p>     Dissident Kim Young Sam, 65, marked his inauguration as South
  18. Korea's first civilian President in 31 years by blaming his
  19. predecessors for the country's woes. With outgoing President
  20. Roh Tae Woo and former military dictator Chun Doo Hwan standing
  21. behind him, Kim told a shivering crowd of 30,000 that "misconduct
  22. and corruption are the most terrifying enemies attacking the
  23. foundations of our society." The Democratic Party of his onetime
  24. ally Kim Dae Jung boycotted the ceremonies because the victor
  25. refused to apologize for personal attacks in last year's campaign.
