- <p> Dissident Kim Young Sam, 65, marked his inauguration as South
- Korea's first civilian President in 31 years by blaming his
- predecessors for the country's woes. With outgoing President
- Roh Tae Woo and former military dictator Chun Doo Hwan standing
- behind him, Kim told a shivering crowd of 30,000 that "misconduct
- and corruption are the most terrifying enemies attacking the
- foundations of our society." The Democratic Party of his onetime
- ally Kim Dae Jung boycotted the ceremonies because the victor
- refused to apologize for personal attacks in last year's campaign.
